Cohasset - A tiny yellow lab in a pet shop window changed Deborah Howard’s life. After seeing his open wound pressed up against a wire cage, she looked around the store. Cramped cages, unsanitary conditions and visibly sick animals were what she saw in the Docktor Pet Center pet shop in Atlanta in 1989.

Legislators stifle puppy mill bill

Without debate, a handful of legislators killed a proposal Monday that would have regulated puppy mills in Oklahoma.
Puppy mills -- operations that breed dogs for sale without attention to basics of sanitation or humane care -- have burgeoned in the state because of federal loopholes and the lack of state regulation. Tulsa World reporter Omer Gillham exposed the situation last year, and state Rep. Lee Denney, a Republican veterinarian from Cushing, came up with a common sense proposal to regulate the operations. Denney's bill was stifled Monday by the House Agriculture and Commerce Subcommittee. Members of the panel stonewalled the bill -- refusing debate or a vote -- because of lobbying efforts by people who were concerned that regulating puppy mills would begin a slippery slope into regulating other animal breeding operations in the state. If horse and cattle ranchers are so anxious about their own state of affairs that they're willing to let the shameful situation at puppy mills continue, you have to wonder what's going on down on the farm. Legislative leaders need to force the subcommittee to reverse course and allow for reasonable protections of innocent animals. If not, be assured the issue will not go away.

CAPS rescues two dogs from Pollywoods Pets

CAPS rescues two dogs from Pollywoods Pets, a weekend pet shop in Mt. Clemens, Michigan. The dogs, both in bad shape, had been living in the pet shop’s cages since 8 weeks of age – one for a year and another for 18 months.

Puppy Pipeline (Nov 26-28, 2007)

CAPS worked with WTHR (Channel 13), the NBC affiliate in Indianapolis on a three-part series that begins airing tonight, 11/26/07. The expose shows CAPS undercover footage from Indiana and Missouri puppy mills that supply puppies to Indiana pet shops. Investigative reporter Bob Segall’s interview with CAPS President Deborah Howard is also featured.

Union County Kennel Charged, Dogs Surrendered (Lewisburg, Pennsylvania)

Based on CAPS investigative evidence, Alvin Zimmerman, the owner of Fairview Kennel, a puppy mill in Pennsylvania, was charged with operating a kennel without a license and failing to maintain sanitary conditions. Kauffman Kennels in Honey Brook, PA closed

CAPS provided investigation evidence to state officials in Pennsylvania regarding Kauffman Kennels (Dan and Omar Kauffman), a puppy mill operating without a license. A state inspector then went to this facility, and the Kauffmans voluntarily closed their kennel operation.

Puppy Profits - An investigation into Oklahoma's dog-breeding industry

Oklahoma, with more than 600 USDA licensed facilities, is now second only to Missouri in the number of federally licensed puppy mills. The state also has a large number of non-USDA licensed breeders - those that sell directly to the public, either in person or online. CAPS has conducted three investigations in Oklahoma since the beginning of 2007. Animal advocate Ruth Steinberger, who has successfully set-up low-cost spay/neuter programs in Oklahoma, asked CAPS to provide investigative evidence to support crucial commercial dog breeding legislation. The "Pet Quality Assurance and Protection Act" would give state humane agents (certified state police officers) the ability to investigate dog breeding and brokering facilities without puppy mill owner permission, to serve warrants, and to seize abused and neglected animals. Her committee asked CAPS to investigate Oklahoma puppy mills, both federally licensed and unlicensed. This legislation could serve as model legislation for all puppy mill states.

In a four-day series that started Sunday, October 21, the Tulsa World explored dog breeding industry issues, including treatment, economics and oversight. Sunday's article featured four images taken by a CAPS investigator at USDA licensed facilities in Oklahoma. One of the photos appeared on the front page.

CAPS worked closely with Special Projects Reporter Omer Gillham on this series. CAP video footage and photos are featured in the World's online videos: "Puppy Profits" and "Problematic Breeder."

New York Attorney General Announces Settlement with Dog Broker that Sold Imported Puppies with Innacurate Pedigrees

CAPS did an extensive investigation of Jeff Blustein, a USDA licensed broker whose company, Rare Breeds, was importing Hungarian puppies with fraudulent pedigrees. He sold these puppies to pet shops in New York and New Jersey. CAPS received a number of complaints from consumers who purchased European Kennel Club (EKCH) puppies. CAPS President Deborah Howard appeared on TV news in Hungary and worked closely with reputable Hungarian breeders who verified that the pedigrees produced by the bogus kennel club were fraudulent. We presented our documentary evidence to the New York Attorney General’s Office in 2005. CAPS had two lengthy meetings in the Manhattan and Nassau County Attorney General offices to discuss the case. The Attorney General reached a settlement in March. Rare Breeds agreed to discontinue importing dogs from Hungary with pedigree documents from EKCH or any other kennel clubs with which Bela Musto (the exporter and creator of the pedigrees) is affiliated. Rare Breeds also agreed to pay a civil penalty of $20,000. CAPS will continue to monitor Hungarian puppies in pet shops.

End Puppy Mills in Minnesota - CAPS and the Minnesota Humane Society

CAPS is assisting Minnesota Humane Society with a puppy mill billboard campaign. The billboards feature photos from CAPS investigations in Minnesota. If you are a Minnesota resident, contact your state legislators and ask them to address the tragedy of puppy mills in their state through legislation. Also, contact your congressman and senators and request congressional oversight hearings on the failure of the USDA to enforce the Animal Welfare Act as it pertains to commercial dog breeding and brokering facilities in Minnesota.

The billboard can be seen in Little Falls, MN on Hwy 10 and 131st Street, facing north. The size of the billboard is 12' x 48'
