Kline’s facility had two kennel areas, both only partially visible to me. One had a wooden doghouse attached to a concrete-floor run with a chain-link wall. An adult standard poodle and chocolate lab were visible in the run. The dog house appeared to be about five feet wide and long. The run appeared to be about 10 feet wide and long. Tarps covered the top of the enclosure. Only about half of the concrete flooring was visible to me, but I could see it had feces piled up in an area about two feet wide and five feet long, and the rest of the visible area had brown manure stains covering it with fur scattered across it (3.11 – Cleaning, sanitization, housekeeping, and pest control. (a) Cleaning of primary enclosures). The pen had weeds over six feet tall growing within five feet of the enclosure where a section of woods started. There was grass about three feet tall growing next to the southern end of the outdoor run (3.1 – Housing facilities, general. (b) Condition and site.) A roll of chain link was set at the base of the eastern run chain-link wall. (3.1 – Housing facilities, general. (b) Condition and site).
The other part of the facility was a building with four elevated outdoor wire cages visible on one side. The cages, 2.5 feet wide, long and tall, were constructed entirely of treated wire and had doggie-doors allowing access to indoor portions of the enclosures. A white Pomeranian was visible in one of the cages, sitting at the front of it and occasionally getting up to walk in one or two circles before sitting or lying back down. In the cage adjacent to the Pom, a dog that appeared to be a shaved mini poodle had about four puppies. They moved in and out of the outdoor cage; their legs kept falling partially or fully through the wire flooring during the 20-minute observation (3.1 – Housing facilities, general.
