The store had a single enclosure that was raised about three feet off the ground and surrounded by glass walls, with USDA inspection reports on it but no puppies inside. An employee (Caucasian female, about 28 years old, 5’4″, 110 lbs, with long brown hair) told me the puppies aren’t always out on display, and brought me a Maltese puppy when I asked to see a puppy.
The employee admitted knowing nothing specific about the store’s breeders, and claimed it was illegal for the store to buy from puppy mills, and that the USDA ensures their licensees aren’t puppy mills. One of the owners (Latina female, about 45 years old, 5’4″, 120 lbs, with long brown hair partially dyed blonde, who spoke Portuguese and some English) told me that me that all USDA licensees have to have everything clean at their facilities or they will be written up by the UDSA and the store can’t buy from them. The owner told me, incorrectly, that I could use a breeder’s USDA license # to look them up on online. She told me that the USDA inspects all of their kennels and notes all violations breeders have. She also claimed the stores breeders give dogs space to run in pens, and that only whelping puppies are in cages. She told me that the broker Brule Creek, who she explained was the broker for the Maltese, has large runs for their dogs.
Another owner (Latino male, about 5’9″, 170 lbs, with short dark brown hair and who put on black thick-rimmed glasses when looking at paperwork) told me he doesn’t buy from puppy mills and buys two to three puppies at a time. He shook his head when I asked if his breeders keep dogs in cages. He admitted now knowing if his breeders skip breed cycles or how long they breed individual dogs for.
