The kennel building had a row of indoor/outdoor runs on its southeast side. I saw seventeen runs, each about 15’ long and of varying widths between three and five feet. They had wire walls and solid floorings, with ramps that led to doggie-doors to allow access to indoor portions of the enclosures. I saw one to two dogs in pens in which dogs were out while I observed the kennel.
There was a fenced hallway around the outside of the dog runs, which had a crushed rock flooring. It had a gate to a grassy yard nearby with three sheep in it, indicating it is either not a dog play yard, or not exclusively used for that purpose. Directly next to the kennel building and sheep yard was a dirt pen with about half a dozen horses and cows in it, separated from the goat pen with a wire fence.
In essence, the entire area appears to be used for keeping various animals in one location, including dogs, horses, cattle, and sheep.

Forever Love Puppies has several locations in Florida. They claim on their website to use “Always Top Breeders,” and say, “We exclusively collaborate with licensed breeders, ensuring your new companion is both lovingly raised and well-bred.” The average customer does not imagine dogs in commercial runs, kept alongside other animals as livestock, as “lovingly raised.”
