Facility Observations
There were at least three kennel buildings on the property, located east of the residence and near other work structures. Each building had rows of indoor/outdoor dog runs on two sides, with approximately 12 runs per row.
Outdoor Runs
- Plastic slatted flooring made from hog slats
- No solid flooring available for dogs to stand on
- Each run approximately 8 ft long × 3 ft wide
- Run walls about 3 ft high
- Runs elevated above ground level
- Strong manure and ammonia odor present around kennels
Dog Behavior and Conditions
As the investigator walked along the closest row of outdoor runs, one to three dogs were visible in the enclosures where dogs came outside through metal doggie-doors. Dogs either briefly approached and retreated or looked out before returning inside.
Feces was scattered across the flooring, appearing to represent several days’ accumulation for up to three dogs per enclosure. This is a violation of 3.1 – Housing facilities, general (c) Surface (3) Cleaning.
Brown manure stains covered the flooring and walls. The yellow plastic slats were heavily discolored and brown in all areas regularly contacted by dogs, indicating long-term soiling and inadequate cleaning. This also violates 3.1 – Housing facilities, general (c) Surface (3) Cleaning.
