Puppies were kept in two open-topped enclosures with shredded paper on solid floorings and several glass display enclosures around the sales floor. None of the enclosures had signs that offered any information on the animals. The sales floor was very sparsely decorated and the sign on the building was a large piece of paper that read, “Puppies” in a generic font.
The investigators approached an employee (Hispanic female, about 20 years old, 5’5”, 120 lbs., with long straight waist length black hair) and inquired about the Norwegian Elkhounds in one of the enclosures. The employee explained that all of their puppies were from private breeders that are brought in from the Midwest because the local Washington breeders were not “up to the store owners standards.” USDA-licensed are commercial breeders, not private breeders.
She indicated that she had no knowledge of any of the specific breeders or the conditions of their facilities or their common practices, but that she trusted the store owners to only deal with good breeders. She also said that each dog is hand-picked specifically by the store owners. This would be impossible since the store obtains most of its puppies from largescale USDA licensed broker J.A.K.’s Puppies in Britta, Iowa.
The employee led the investigators to a play area with the Norwegian Elkhound and showed us the puppy’s information packet. The packet showed that the puppy came from a breeder named “Donna Frakes” who lives at 412 90th St in Roseville, IL. The investigators asked to view another puppy from the same litter to compare health and demeanor. Both puppies appeared healthy, active and playful.
