The kennel was located at the southwest side of the property, just southwest of the residence. It consisted of a kennel building with two rows of pens with concrete floorings, arranged south and east of the building. There were about a dozen pens on the southern row and about half a dozen on the northern row. The pens had either chain link or galvanized wire walls, and had either plastic barrels or plastic igloo-style doghouses inside. Tarps were placed over the tops of pens, and automatic waterers were run into the pens from pipes. Two dogs were evident in most of the pens in which I could see them dogs inside. One pen, however had only one dog who appeared to be a Brittany Spaniel with long fur who was continually panting. There were what appeared to be Shetland Sheepdogs with uncut, long fur who were also panting. They paced continuously in their pen. Such behavior stems from continual confinement and a lack of enrichment and exercise (91.106 Standards of Care-Exercise for Dogs).
In a pen partially out of sight from me, in which I had to look through other pens to see it, I saw what appeared to be half a dozen puppies, each about 10 pounds in weight and with short hair and with long tails curled upwards, walking along the flooring.
In a pen containing a black Labrador and yellow Labrador, the dogs’ igloo-style doghouse had brown stains covering the bottom six to eight inches of the doghouse (3.1 – Housing facilities, general (c) Surface (3) Cleaning), and dirty fur build up around the outside of the southern galvanized wire wall where it met the concrete flooring (3.1 – Housing facilities, general (c) Surface (3) Cleaning).
