The Companion Animal Protection (CAPS), a national nonprofit that was behind ordinances in West Hollywood, Glendale, Los Angeles, Villa Park, IL and has assisted with others, introduced the San Diego ordinance over a year ago. We also investigated San Diego Puppy (had a billboard in their parking lot for 2 months) after receiving a number of consumer complaints for sick and dying puppies. A CAPS investigator worked undercover at the Hunte Corp., the largest brokerage facility in the country. Hunte does not breed but buys from breeders all over the Midwest. It then transports the puppies via semi trucks to pet shops around the country. Some puppies are flown overseas. We’ve investigated some of these breeders, too.
