The kennel consisted of two buildings, with indoor/outdoor runs attached to them. There were about two dozen runs of varying lengths—most about 10 feet long or 20 feet long—and all appeared to be about four feet wide. The runs had wire fencing and crushed rock floorings, which were covered in brown stains and piles that appeared to be feces and debris (3.1 Housing Facilities, general (c) Surfaces (3) Cleaning).
I saw runs attached to the north and south sides of one barn, and the north side of another barn just south of the first one. Only two dogs were visible to me in the outdoor runs while I observed the kennel, each temporarily stepping into view before one entered a doggie-door and the other stepped under a partially covered kennel run.
Various supplies were in the area, including a ladder leaning against the fence of one run. The northernmost eight runs had weeds over three feet tall growing near them. Most of the weeds were within about two to three feet of the fencing, but some were touching it (3.1 Housing Facilities, general (b) Condition and site).

The Forever Love Puppies website states: “All of our breeders are licensed and approved, ensuring top breeding standards.” However, Shaffer’s kennel consists of dirty dog runs and a yard so overgrown with weeds that it certainly is not used for dogs to play in. Such a place cannot be considered “top breeding standards” by any measure.

The breeder also sells online at https://foreverfriendspuppies.com/. The website shows pictures of breeding dogs and puppies resting on blankets and in grassy yards. None show dogs in the commercial kennel in which they are kept.
