The Companion Animal Protection Society is eagerly awaiting for Gov. Andrew Cuomo to sign A.740-A/S.3753-A. Local governments in New York State will finally be allowed to regulate pet dealers and fight the puppy mill cycle in their neighborhoods. The bill will close a gap in state law that left animals and consumers unprotected. For far too long, municipalities have been unable to fight puppy mills through meaningful legislation.
Thanks to A.740-A/S.3753-A, municipalities like New York City will be able to enact ordinances banning the retail sale of pet shop puppies, kittens, and rabbits and requiring stores to offer only shelter or rescue animals for adoption. CAPS’ New York director is already working with legislators in Suffolk, Nassau, and Westchester counties to draft ordinances.
CAPS, along with other animal advocate groups, worked hard to get this bill through the NYS legislature. Local communities demanded the ability to regulate pet dealers in their backyards and A.740-A/S.3753-A is the answer. Assemblymember Linda B. Rosenthal and Senator Mark Grisanti demonstrated their commitment to animal welfare by making this landmark bill possible.
You made phone calls, you sent emails, you wrote letters. You shared Facebook statuses and Twitter updates, and told your friends, family and coworkers to do the same. It was because of your passion and advocacy that my bill, A.740-A, which will crack down on puppy mills by restoring to local municipalities the ability to regulate pet dealers, passed both the Assembly & Senate this session.
Now, I need you again, to stand with me, my colleagues in government and hundreds of activists who care about animals to urge Governor Cuomo to sign this bill and make it law.
Please stand with me on Friday, November 1, 2013 at 11 am on the steps of City Hall to give a voice to the countless animals who live tortured lives suffering in silence in puppy mills.
