The kennel had a building with indoor/outdoor cages visible to me on its south side. There were four treated wire cages set over five others, each cage about two feet wide, long, and tall. I saw two Bichons in one top cage, and a third in a separate, adjacent cage. The dogs would periodically step out from the cages’ indoor portions through doggie-doors, and pace or sit for several minutes in the outdoor cages before going into the indoor portions.
The kennel building was in the back yard of the property, with a barbed wire fence surrounding the yard. No exercise pen was visible in the yard, and if the dogs were to be set loose from their cages, they would have been easily able to slip through the fence. This indicates the dogs are never exercised (Ohio Code Title IX (956.031 Additional duties of high volume breeder) (O).
