CAPS Investigator’s Journal: New Pet Shop Investigations 2025

As CAPS’ lead investigator, I contacted New York pet shops in 2025 to see how many are still selling puppies they did not breed themselves in violation of . N.Y. Gen. Bus. Law  §753-F (2025). CAPS was behind the state legislation banning the retail sale of dogs, cats, and rabbits, which finally passed in 2022 and went into effect on 12/16/24.  Leading up to the legislation, which took four years to pass, four investigators went undercover to 100 pet shops (a number of them multiple times). I investigated many of the breeders and brokers selling to these pet shops

Four pet shops confirmed that hey sell puppies, with varying methodology on how they either attempt to evade state law or ignore it. Several other stores could not b e reached or appear to have ceased operations.

For stores that were selling, they would either sell out of what they said was their residence, or they would meet me at my home with the puppy, either with a deposit made at the store or the entire payment done at my home.

Active Puppy Sellers

Puppy Guyz
1141 Roosevelt Way, Westbury, NY
4/25/25

I called Puppy Guyz in Westbury, NY on 4/25/25 and was told the store could order puppies from me with a full or half cost as a down payment. The puppies come from places “nationwide” and are shipped to my door. They are most likely not violating state law because they are selling online only. Puppy Guyz’ website states that they are licensed in Pennsylvania,  so they could be obtaining puppies from Amish mills in the state.

The Puppy Patch

7/16/25

I visited the Puppy Patch in Elmira, NY on 7/16/25 and spoke to a woman named Nancy who said she was the previous owner of the store. Nancy gave me a number to call the current owner, Hannah, and said I could talk to Hannah about ordering a puppy from a breeder, which I could look at and purchase at the store in a “big show room.” Full investigation report/video submitted to the AG Office in Poughkeepsie. Hannah, the owner, was selling puppies at the store on Facebook on 1/11/26:

When  another CAPS investigator called the store in late January 2025, an employee said they buy from local breeders and will have litters of Shih-Poo, Havanese,/Yorkies and Maltese available in about one week (on 2/6/25).

Puppy Petite
1690 80th St and 8002 17th Ave, Brooklyn, NY
9/11/25

I called Puppy Petite in Brooklyn, NY on 9/11/25. I was told the store would sell me puppies at his store, but that the puppies are held at a house next to the store that they said is part of the same building, and that the store is under construction. However, when I was texted an address where I could look at the puppies, it was 1690 80th St, which is the store address. The owner confirmed I could go to the store location and buy a puppy there the same day.

In late January 2025, the store was advertising puppies for sale in the New York Post.

Puppy Paradise 
2084 Flatbush Ave, Brooklyn, NY
10/2/25

I called Puppy Paradise aka The Original Puppy Party in Brooklyn, NY on 10/2/25. I was told I could buy older puppies for discounted prices, or younger puppies for a higher price. Puppies in town or sent from out of state would be sent to my home address and then I could decide on the purchase.

When the CAPS president called this store in store in late January 2025, she spoke to David, who said he had puppies for sale at the store or could bring puppies in from New Jersey.

The owner of this store is David Dietz, who also runs a puppy party business. He was using mill-bred puppies he sold at the store for this business and may still use this as an excuse to keep puppies in the store. CAPS investigated this store in person as part of the NY AG consumer fraud project. The website says “Adorable Puppies. Dealer Direct.” It shows various breeds of puppies with prices. When you click on the breed/price, a box pops up saying to call for more information although it shows a different breed. Some of them open to an error message.

In January 2025, Mr. Dietz told another CAPS investigator by phone that he had puppies for sale in the store and could bring in more from New Jersey.

Crosby Pet Center
1626 Crosby Ave, Bronx, NY
9/11/25

I called the Crosby Pet Center in Bronx, NY on 9/11/25, and they me to go to the puppiesdirect2u.com site. I was told I would pick a pup, put a deposit down at the store, and then a pup would be shipped to my home where a store manager would meet me. The employee confirmed they use out-of-state breeders.

In January 2025, an employee told another CAPS investigator by phone that they can match you with a USDA breeder . He said that you come into store and tell them what you want; then they send you videos/photos and you give them a deposit. Puppy delivered to your home or a pick up spot.

Tiny Cuties
28-10 36th Ave, Long Island City, NY
12/18/25

I called Tiny Cuties in Long Island, NY on 12/18/25. I was told the puppies come from Taiwan, and that I can buy them at the owner’s “store” in Long Island. Some puppies on the website are in the US already, while some are in Taiwan, but purchases are done at the store in Astoria. It’s worth noting the store at 28-10 36th St appears to be the owner’s residence.

When  another investigator called the store in late January 2025, the owner, Chieh-en Tsai, said her parents breed dogs in Taiwan (there are multiple breeds, so this is probably not true) Puppies are six months old per federal law. Discounted dogs are as old as one year. Puppies are on the premises. She breeds Maine Coon cats on the premises and also sells them from her de facto pet shop.

Tiny Cuties has a New York pet dealer’s license, which allows the licensee to sell dogs and cats on the premises where he/she lives and breed the animals. It does now allow a pet dealer to sell animals bred somewhere else.

New York Agriculture & Markets cited Tiny Cuties on 10/16/25 for failing to have rabies certificates and annual health examinations for dogs e and cats, both critical violations.

Greg Levine and his websites
Long Island puppy seller

CAPS investigators were unable to reach Mr. Levine by text or phone call, but we know that he sells puppies that he obtains from Amish mills. He has been selling puppies for years, meeting people in parking lots and at homes that do not belong to him. He has a long history of owning and managing pet shops on Long Island.

All of the locations are PO boxes on Long Island.

Best Puppies
Garden City

Address listed on website is a law firm. Greg is standing in front of the office building in a YouTube video. Suite 325 is a co-working space.How did Ag & Markets do an inspection at a co-working space. There were no puppies there.

Under the New York Secretary of State, the CEO of Best Puppies is not listed. The company name is merely “The Corporation.”

LI Puppy Sales
309 S. 8th St, New Hyde Park

This page with the Hyde Park address cannot be reached from home page.

Another page that can’t be reached from home page. Same phone number with a PO box in Deer Park.

LI Puppy Sales listed  on this page as selling Boxer puppies. Address is a P.O. Box in Brooklyn.

127 Madison Ave, New York, NY
9/11/25

Kimomi Pet in Manhattan, NY said they no longer sell any puppies. In late January 2025, a woman told another CAPS investigator by phone  that she could special order puppies by sending them an email or an Instagram DM.

Gabby Pets
2324 Grand Concourse, Bronx, NY
9/11/25

The website of Gabby Pets in Bronx, NY was no longer active and my call went to a voicemail that said to call later. There was no way to leave a message.

Vanity Pups Boutique
38-13 Bell Blvd, Bayside, NY
9/11/25

Vanity Pups Boutique in Bayside, NY said they don’t sell puppies anymore because it’s illegal in NYC and told me I’d have to go to a breeder directly if I want a puppy. In January 2025, they wold another CAPS investigator that they were selling by special order. This link now goes to a guest log-in page.
