Weather at time of investigation: 55°F and sunny

Approximate number of dogs and puppies observed at time of investigation: four dogs were observed, though it’s likely that other dogs remained inside the indoor portions of their enclosures

The kennel building was a metal structure with indoor/outdoor dog runs on the east and west sides. There were about 10 runs per side. The outdoor runs on the west were elevated with slatted floorings, while the eastern runs had concrete floorings on the ground. Runs were about eight feet long and four feet wide, with galvanized wire walls that were rusting at the top (3.1 – Housing facilities, general (c) Surfaces (1)(i). A roof covered the outdoor pens, as well as a walkway that was about three feet wide and extended around the east, west, and north sides of the building. The western end of walkway accessed a ramp into a fenced yard.

There were two Huskies lying on the concrete flooring of a pen, and two Australian Shepherds in separate pens. The southeast pen, containing an Australian Shepherd, had a rusting wire wall on its north side (3.1 – Housing facilities, general (c) Surfaces (1)(i), with wood chips and what appeared to be either thick white dog fur or cobwebs built up along the bottom of the wall.
