Approximate number of dogs observed at time of investigation: about 25 puppies

A sign on the front door read “Under New Management.” Puppies were kept in wire dog crates throughout the store, with shredded paper covering the floorings. Teacup-sized puppies were put two to three to a cage. No sign offering source information of puppies to customers was evident (17-703 Required information for the purchaser (11)(c)). An employee offered me breeder information immediately upon request, though, and admitted she knew no specifics about breeders or the conditions they kept dogs in. Puppies wore collars with their breeder information hand-written on them.

I asked to see a Yorkie pup, and a worker (African American female, about 45 years old, 5’8”, 150 lbs.. with greying black hair tied back into a bun) reached into the puppies cage. She held a Maltese in her other arm, and instead of putting the puppy down to maneuver herself to more easily reach the Workie, she pressed herself against the cage and leaned into it through a doorway at the top, pulling roughly at the Yorkie’s neck to slide the puppy several inches towards her before grabbing the puppy to lift the animal up.
