The property was a disheveled mass of trash, rusting vehicles surrounded by weeds, and buildings either falling apart or partially collapsed. Amongst it all was the kennel, which resembled a shanty-town surrounded by metal walls that were rusting and falling over in one place. The kennel had a series of outdoor runs and a Sundowner-type kennel of indoor/outdoor wire cages.
Barren dog pens
The runs were arranged in four rows, each with about eight to twelve dog runs, some with dog runs missing. One entire row was disassembled, old marks on the ground evident where walls had been placed. Runs were of varying sizes, between about six to ten feet long and four to six feet wide. They had chain link walls, were partially covered by metal roofs, and had dirt floorings and doghouses of different designs. None had enrichment of any kind evident in them, and there was no exercise area for the dogs at all.
The metal walls around the kennel area prevented dogs from seeing outside their immediate area, further preventing any kind of stimulation for them. Where dogs were visible to me, I saw one large-breed dog in a pen here and there come into view to run back and forth or in a circle in a pen. Dogs moved the most when several Holstein cows that were inside the kennel area walked near them, but otherwise they did not move much.
The Sundowner kennel was inside the walled kennel area, up against a wooden barn that had boards falling out of its walls. The Sundowner had indoor/outdoor cages on two sides, with one row set above the other, four cages per row. No dogs were evident in them as I observed the kennel.
Junk throughout the property
Stacks of supplies, buckets, and pieces of chain link were piled up on the inside of the metal wall around the kennel, within about five feet of dog runs. Various supplies and a pallet were piled against wall within about seven feet of the Sundowner kennel as well. Sections of chain link, wooden boards, and metal sheets were haphazardly stacked in different places near dog runs, some leaning against a section where the metal wall was falling over (3.1 Housing facilities, general (b) Condition and site).

Evidence contradicting store’s claims:
The Puppy Plus website says, “Our Puppy Store – Where our Breeders Reputation IS OUR reputation!” It notes, “… our puppies only come from the best breeders.” They don’t elaborate on what that means, but dogs kept in dirt pens surrounded by metal walls more closely resembles a prison than the “best” place for a dog to live.
Hairy’s Puppies World says on their website, “Our puppies are bread (sic) by professional breeders in a safe home environment.” Obviously, Kreger has a large commercial kennel and not a “home environment.”
