The facility resembled a dog factory farm. I saw seven kennel structures on the property. Each building was a metal barn that had a row of dog runs on one or two sides; there were about eight to 12 runs per row. The runs seemed to have indoor/outdoor portions, with the outdoor portions having what appeared to be concrete and rock floorings. Metal roofs, extending from the barns, partially covered the runs, which were about 15 feet long and four feet wide. Where dogs were visible to me, there were one to two dogs per run.
No enrichment was apparent in the dogs’ barren runs. They only had enough space to walk a few steps before having to turn around. Only two barns had play yards attached to them, but the grass inside was so tall and full that it seemed like the yards were given little to no use. In fact, grass on the property was more worn down by vehicles being driven around the barns than it was by activity in either play yard.
One row of four runs only had two water dishes set on the walls; thus the other runs may have had no dogs in them. One row of about eight runs, which seemed to have mostly supplies stored in it and the outer walls removed, indicated no dogs being present. A couple outdoor dog runs, covered by metal sheets on top, were set amongst the buildings. While they contained doghouses, there did not appear to be animals in these runs.
Supplies were strewn about the property. Wooden boards were set against one dog run’s wire wall, and within a few feet of this area was a plastic doghouse in two pieces on the grass. Next to another run was what appeared to be a plastic water bin filled with leaves, also in the grass. Within 20 to 30 feet of other kennel buildings were various pieces of debris and supplies, such as a section of wire wall leaning against a tree, wooden pallets, plastic barrels, and an upside-down truck camper that seemed to be filled with leaves. Another kennel building had a ladder set against a wooden fence that was along the side of a run. The ladder seemed to serve no purpose in this location (3.1 Housing facilities, general (b) Condition and site).

Evidence contradicting store’s claims
I visited Petland Frisco on 7/27/23, where an employee said that the store’s breeders have “huge backyards,” and said, “They let them run around. We got like all sorts of pictures and stuff. Most of the time it’s like a huge backyard. We like to actually go out there, make sure puppies and parents are getting like lots of exercise and love, that kind of deal. They got these huge yards and stuff, and that’s usually where they’re spending a lot of their time.” I then asked him, “Oh, really? Okay, okay. So they’re not like kept in pens and cages and stuff like that?” He answered, “No, no, no.”
Clearly, dogs in pens, most of whom have no access to play yards at all, is the opposite of what the employee claimed.
