The kennel was a barn located in the woods west of the property, making it completely obscured from the road and other properties. The barn had cages attached to it. No exercise yard was visible anywhere on the property. With dogs running back and forth in its cages, it looked like a quintessential puppy mill, hidden from public view
The kennel had elevated indoor/outdoor cages on two sides, and I observed the outdoor portions. One side had five cages, containing large-breed dogs, while the other side of the barn had nine cages, containing smaller-breed dogs. There were one to three dogs per cage, though I didn’t see dogs in a couple of the smaller-breed cages. Cages were about 3.5 feet wide and six feet long, with walls made of thick metal bars and floorings made of rubber mats with holes in them for manure and urine to fall through. The ends of the floorings near the outer portions of the cages were made from metal strips. Metal doggie-doors allowed access to the dogs’ indoor cages in the barn. Wooden beams at the bases of the cages were covered in green algae (3.1 Housing facilities, general (c) Surfaces (1) General requirements).
Concrete slabs were below cages, with what appeared to be several days’ worth of feces covering them. Feces coated the slabs under each cage (3.1 Housing facilities, general (c) Surfaces (3) Cleaning).
